Community benefits. Facilitating the provision of basic shelter, food, job
training and other health
and social services to those City residents in need is an important function of the community. At
the same time, it is important that these be regulated in a way that minimizes any adverse off-site
impacts, particularly in established neighborhoods where such facilities tend to be located. There is
a particular concern that no area bear a disproportionate burden in the provision of these services.
The purpose of this Chapter is to identify the procedures and criteria by which such Human
Service Facilities will be reviewed.
