Permit and Carpool Parking Applications and Information

Permit Parking

The City of Vancouver has electronic parking permit renewal services. Features of the online parking permit renewal system:

  • Renew parking permit online anytime
  • Renew for one to six months
  • Reusable/Interchangeable “cling” permit

Due to this increased demand for monthly parking permits you may lose your permit if you fail to renew it on time.To avoid this, please ensure that you renew your parking permit before midnight on the last day of the calendar month.

To get started:

  • Complete the Parking Permit Application. The application will be used to establish your parking permit account in our online system. Return the completed application to us as quickly as possible in order to allow time for us to set up your account.
  • Print and sign the original, completed application, and mail it to the City of Vancouver Customer Service at P.O. Box 1995, Vancouver, WA 98668 or mail or bring it to 415 W. 6th Street, Monday, Tuesday, Thursday or Friday - 8 am to 5 pm, Wednesday 9 am to 5 pm.
  • You will be notified by email when your online parking permit account is set up and you can purchase your “cling” permit
  • Read the Off Street Terms and Conditions or On Street Terms and Conditions.
  • Pay for and receive cling permit in person at Customer Service in City Hall.
  • Access your account online to renew your parking permit.

If you were previously invoiced, pay by automated debit from your checking/savings account (ACH), or are a business paying for your employees, please be aware of the following important changes:

  • We no longer issue invoices ~ renewal options are to pay online, pay by ACH Debit Authorization, pay by phone at (360) 487-8454 (option 5) with credit or debit card, or mail in payment (please keep in mind, all payments must be received BEFORE expiration of the permit).
  • If you would like to pay for your monthly off-street parking permit by ACH, please print and complete the ACH Debit Authorization form and bring or mail it to Customer Service with your original, signed application.
  • If you are currently using ACH, the debit from your checking/savings account will occur on the 25th of each month which will pay for the next month’s permit (previously this was processed on the 10th) ~ this change is necessary in order to ensure all payments are received BEFORE the permit expiration date (if the 25th should fall on a weekend, payment will occur on the next business day);
  • If you are a business, we will no longer issue invoices or offer ACH as a payment option ~ this is due to our database change of establishing individual customers.

Carpool Parking

A "carpool" is defined as any instance in which two or more persons regularly drive together to and from downtown Vancouver at least four days per week. Preference may be granted to carpools with three or more participants.

One on-street carpool parking permit will be issued to a group of individuals (the carpool) applying for and qualifying for an on-street carpool parking permit.

An on-street carpool parking permit authorizes the carpool to park a single vehicle in an on-street parking space designated for carpools, as shown on the Carpool Map. Designated on-street carpool parking permit spaces are reserved for vehicles displaying a valid on-street carpool parking permit between the hours of 7:00 am and 9:00 am, Monday through Friday. After 9:00 am, designated on-street carpool parking permit spaces shall be open to other parking users if not occupied by a vehicle with an on-street carpool parking permit.

The on-street carpool parking permit must be displayed on vehicle as required.

A Carpool Parking Application to participate in the carpool program must be completed and submitted to the City of Vancouver Customer Service. All members of the carpool must complete and sign the completed application and review the Carpool On-Street Parking Permit Rules & Regulations. The fee for obtaining a carpool permit is $15.00 per month.

Permit renewals may be obtained online, by mail, telephone or in person at the City of Vancouver Customer Service. Online permit renewals can only be made by one member of the carpool who is designated the “principle”. Any member of the carpool may renew the permit in person, by telephone, or mail.

On-street carpool parking permit holders must report any changes in carpool participation to the City of Vancouver Customer Service.

City of Vancouver staff may monitor the use of on-street carpool parking permits, and may use reasonable means necessary to assure proper use of the permits. Any permit holder who misuses his or her permit is subject to the penalty provided in Section 9.92.060 VMC. Repeated violations may result in suspension or revocation of the permit.

It is a traffic infraction for any person, unless he or she has obtained an on-street carpool parking permit and has affixed such permit to his or her vehicle in accordance with applicable rules and regulations, to park in any parking space designated and signed for Carpool Parking on-street between the hours of 7:00 am and 9:00 am, Monday through Friday.
