Citizen Communication (Items 1-3)

This is the place on the agenda where the public is invited to speak to Council regarding the items on tonight’s Consent Agenda. The person speaking is requested to complete a yellow, pre-printed card (provided at the counter in front of Council Chambers) with their name/address and agenda item to be addressed. They are also asked to sit at the table at the place marked “Citizen Testimony” and give their name and city of residence for the audio record.  Please notify the Council Assistant if you are unable to sit at the table to give your testimony and wish to have a wireless microphone provided to you. Citizens testifying are asked to limit testimony to three minutes.

1. Bid Award for Fourth Plain Subarea Sidewalk Infill Project, Neals Lane and Rossiter Lane, per Bid #17-4

Action requested: Award a construction contract for the Fourth Plain Subarea Sidewalk Infill Project, Neals Lane and Rossiter Lane, to the lowest responsive and responsible bidder, Wildish Standard Paving, Eugene, Oregon, at their bid price of $720,819.00, which includes Washington State Sales Tax where applicable. 2. Bid Award for West 28th Street, Grant and Daniels Water Main Replacement Project, Per Bid #17-8

Action requested: Award a construction contract for the W 28th St, Grant, and Daniels Water Main Replacement project to the lowest responsive and responsible bidder, Halme Excavating, Incorporated of Battle Ground, Washington, at their bid price of $336,146.91, which includes applicable Washington State sales tax. 4. Amendments to VMC Title 20 related to the Number of Domestic Animals Allowed on Residential Properties

AN ORDINANCE relating to Vancouver Municipal Code (VMC) Title 20; amending Vancouver Municipal Code Title 20.895 to establish limits for the number of dogs, cats, hens and rabbits allowed on private residential properties; and providing for an effective date.

5. Amendments to VMC Title 17 and 20 related to Recreational Vehicle and Boat Parking in Driveways

AN ORDINANCE relating to Vancouver Municipal Code (VMC) Titles 17 and 20; amending Vancouver Municipal Code Titles 17.14 and 20.945 to resolve existing conflicts within Vancouver standards, and clarify that licensed recreational vehicles, trailers and boats may be parked on private driveways subject to limitations; and providing for an effective date.

6. Release of Covenant and Adoption of Development Agreement with Thunderbird Investments, LLC

AN ORDINANCE relating to planning and zoning; approving release of a recorded covenant related to a prior rezone of property in the City of Vancouver at 4601 East 18th Street; approving a development agreement, and establishing an effective date.

7. Approval of Van Mall North Annexation

AN ORDINANCE relating to the approval of the Vancouver Mall North annexation pursuant to RCW 35.13.150; establishing the geographic extent, defining the comprehensive plan and land use designations, and determining the assumption of all or any portion of existing city indebtedness; accepting the certified petition supporting annexation; and providing for an effective date for the annexation.
