Citizen Communication (Items 1-3)

This is the place on the agenda where the public is invited to speak to Council regarding the items on tonight’s Consent Agenda. The person speaking is requested to complete a yellow, pre-printed card (provided at the counter in front of Council Chambers) with their name/address and agenda item to be addressed. They are also asked to sit at the table at the place marked “Citizen Testimony” and give their name and city of residence for the audio record.  Please notify the Council Assistant if you are unable to sit at the table to give your testimony and wish to have a wireless microphone provided to you. Citizens testifying are asked to limit testimony to three minutes.

Consent Agenda (Items 1-3)

The following items will be passed by a single motion to approve all listed actions and resolutions. There will be no discussion on these items unless requested by Council. If discussion is requested, the item will be moved from the Consent Agenda and considered separately – after the motion has been made and passed to approve the remaining items.

1. Award of Contract for Operations Center Redevelopment Project – Phase 1 Master Planning Services

Action requested: Award a professional services contract to Mackenzie Engineering of Vancouver, WA, and authorize the city manager or his designee to execute a contract in the amount of $569,500.00 for design and engineering services associated with Phase 1 of the Vancouver Public Works Operations Center Redevelopment Project. (Jonathan Sears, Capital Project Manager, 487-8319; Tim Buck, Operations Manager, 487-8261)

2. Approval of Vigilant Solutions Law Enforcement Archival Reporting Network (LEARN) Agreement

4. Right-of-Way Franchise Agreement with Mobilitie LLC

AN ORDINANCE relating to management of the public rights-of-way, granting to Mobilitie, LLC, a Nevada limited liability company, a non-exclusive and revocable franchise to install, operate and maintain a telecommunications system in, on, over, upon, along, and across public rights-of-way of the City of Vancouver, Washington, prescribing certain rights, duties, terms and conditions with respect to such franchise; providing for setting an effective date and conditions.

5. Amendments to VMC Title 17 to Adopt the Current Edition of the National Electrical Code

AN ORDINANCE relating to adopting the most current version of the National Electrical Code, amending VMC 17.16 to adopt the 2017 National Electrical Code as amended, clarifying the purpose of the code, and general administrative clean up; providing for savings, severability and an effective date.

6. Imposition of Local Sales and Use Tax to be credited against the State Sales and Use Tax

AN ORDINANCE of the City of Vancouver, Washington, imposing the local Sales and Use tax to be credited against the State Sales and Use Tax for purposes of utilizing Local Infrastructure Financing Tool program under Chapters 39.102 and 82.14 of the Revised Code of Washington; and setting an effective date.

7. Release of Covenant and Adoption of Development Agreement with Thunderbird Investments, LLC
