The City of Vancouver continually strives to improve and enhance your transportation routes. We have a number of road improvement projects underway in your city which are outlined in this issue of City Flyer. This photo, taken during construction in early April, provides a glimpse of the breath-taking view awaiting motorists along the new Phase III section of SE 192nd Ave. This extensive, successful project required excavation of 330,000-plus cubic yards of dirt and rock – about 33,000 dump trucks – that stood between connecting Highway 14 and SE 34th St.
PAVEMENT PROJECTS
Every year, over 250 miles of city streets are visually inspected to document their existing condition. With this information, the city chooses roads needing preventive maintenance, resurfacing or reconstruction. Streets included in the annual maintenance program are carefully-selected based on engineering evaluations, coordination with other agencies and utilities, and input from citizens and maintenance personnel.

Legal fireworks will be available in the Vancouver area beginning at noon on Wednesday, June 28 through 9 p.m. on Wednesday, July 5. Buyers must be at least age 16.
LEGAL DISCHARGE DATES & TIMES: Legal fireworks may be used from noon to 11 p.m. on June 28, and from 9 a.m. to 11 p.m. through July 5. (On July 4 only, fireworks may be used until midnight.) It is illegal to discharge fireworks at all other times. Fireworks may not be used in public parks or on school properties.
FINES: In the City of Vancouver the fine for a single violation for unlawful sale, use or possession of legal fireworks is $250, or $500 for illegal fireworks. (There may be additional civil or criminal consequences for injuries or fires caused by irresponsible use.) Outside Vancouver city limits, the Clark County Fire Marshal and other local law enforcement agencies have the authority to cite violators.
BE PREPARED: Only use fireworks available at licensed stands. Store fireworks and matches and lighters out of children’s reach. Keep pets safe indoors. Choose the area to discharge fireworks carefully. BE SAFE: Only adults should light fireworks. Outdoor use only. Use eye protection. Never relight a dud. Always keep water handy. Do not throw fireworks or hold in your hand.
BE RESPONSIBLE: Soak used fireworks in water and clean up all fireworks debris. Encourage neighbors, friends and family to do the same.
PREPARE FOR NOISE! Expect to hear more noise during the Fourth of July. Law enforcement is not able to respond to all noise complaints during this busy time. 911 will prioritize calls if immediate danger or personal injury is involved. Marshall Community Center will close in mid May for an extensive remodel. Construction is expected to start in June and last about one year. The re-opening is planned for the summer of 2007. Luepke Center will remain open for the extent of the Marshall closure. The renovated Marshall Park and Chelsea Anderson playground next to Marshall Center will also remain open. The remodel will add: ■ Fitness space with free weights, fitness machines, ■ Dance/fitness studio ■ Arts and craft studio with outdoor terrace ■ Teen lounge ■ A drop slide for the pool ■ Floor (sport court), lighting and acoustics in the gym ■ Elevator for improved access to first and second levels
Improvements: ■ Upgrade HVAC and improve efficiency (majority of MCC is currently not air conditioned) ■ Floor coverings and paint throughout the interior of the building ■ Upgrade plumbing, wiring and other systems ■ Paint the exteriors of Marshall, Luepke and new outdoor restrooms in park Programs will continue at Luepke, Vancouver School District schools and, for aquatics, at Firstenburg or the pool at Washington State School for the Blind.
