Comprehensive Plan for Vancouver
Vancouver has updated its comprehensive plan to replace the original 1994 Vancouver plan because so much has changed in the past decade and because state law requires an update every ten years. The revised plan was developed by the Vancouver Plan Oversight Committee – an advisory group of local residents, business people, school district staff, working with Planning Commissioners and City Council members over the past three years. The updated plan also reflects community input from public open houses, focus groups, and surveys during this time.
The update streamlines the overall policy direction of the 1994 plan, and also incorporates some policies on new issues (such as economic development priorities and environmental protection). The updated comprehensive plan does not propose significant changes in land uses or allowed densities throughout Vancouver. However, 22 requests from individual land owners to change their current land use designation were considered as a part of the plan update.
Changes to Urban Growth Area (UGA) boundaries and other lands outside city limits were considered separately in the Clark County Comprehensive Plan.
The Vancouver Comprehensive Plan was adopted by Vancouver City Council on May 3, 2004, and became effective May 18, 2004.
