City Manager's Office

The City Manager's Office manages, coordinates and oversees all operations of city government. We work closely with the City Council, provide direction to all other city departments and supervise the preparation of the city's budget. Other key functions of our office include government relations, program and policy development, communications, neighborhoods, mediation, citizen advocacy, special events, economic development and airport services.

Pat McDonnell has been Vancouver’s City Manager since September, 2000. He has over 35 years of experience managing public agencies. Before becoming City Manager, Pat was Vancouver’s Deputy City Manager and oversaw its public works, utilities and planning and community development programs. Pat also served as Clark County’s Administrator for seven years. He is an International City/County Management Association (ICMA) credentialed manager.

Eric Holmes

Assistant City Manager Eric Holmes has worked at all levels of government, from federal congressional offices to local planning departments. In his professional career, he has served as a planner, planning director, deputy city manager, city manager, COO of private land use consulting firm, and City of Vancouver’s Economic Development Director. He holds a bachelors degree in planning and public policy from University of Oregon and an MPA from Lewis and Clark College.

Eric has been responsible for managing master panning, entitlement, comprehensive and subarea planning, as well as crafting zoning and development codes to guide development in a variety of communities. In addition, he has successfully catalyzed a number of public/private partnerships resulting the finding and construction of critical infrastructure, ranging from water system improvements to major arterial expansions.

As the City’s Economic Development Director, Eric was responsible for strategic development and redevelopment throughout the City of Vancouver, as well as oversight of business recruitment, retention and expansion programs. Among targeted investment areas city wide, most notable is the City Center Vision plan district and Downtown Vancouver Waterfront Redevelopment project.

Director of Organizational Development Betsy Williams has over twenty years of experience in public service. Before coming to Vancouver, she worked for Multnomah County in Oregon for 16 years, most recently as Director of Environmental Services.
