Department Policies & Park Codes

In December 2011, the Vancouver City Council unanimously approved and adopted revisions to the Vancouver Municipal Code, section 15.04, referring to the city parks, trails and recreation centers. The new code went into effect in January 2012. The adopted changes include:

• The prohibition of tobacco use. Use of any tobacco product within a city park is now punishable by law. The maximum fine is $1,000.
• The prohibition of intoxicating liquor. Although alcohol has always been banned without the proper permit, the code language imposes a local regulation, moving from state law to infraction.
• The removal/exclusion of repeat offenders from parks. The code revision more clearly defines "due process" when it is necessary to exclude a disruptive individual from the parks.
• Firearms in parks. Code language was updated to reflect compliance with the Washington State Constitution regarding the right to carry firearms in the parks.

In December 2011, the Board of Clark County Commissioners approved the following changes to the park fee program:

• Preliminary operations and fee policy for Luke Jensen Sports Park: This preliminary policy for the Luke Jensen Sports Park will implement hourly field rental fees for organized practices and games at this new sports facility, which will open in early 2012. It also stablishes a field scheduling prioritization. When not reserved, fields will be open for free unorganized drop-in use. Fees will be used to help pay for operations and maintenance of the sports park and provide for the future replacement of the two artificial turf fields.
  
  
• Discounts on annual parking passes: Vancouver-Clark Parks and Recreation will give a 25 percent discount ($10) on the $40 regional park and boat launch annual park passes for seniors 62 and over, active duty military and National Guard personnel, veterans, disabled citizens and volunteers who provide a minimum of 24 hours of service on agency approved projects and tasks. Buy an annual parking pass.
