Community Outreach Officers

The Vancouver Police Department is committed to a community policing philosophy which involves outreach and relationship building with members of our community. This includes building relationships with communities that are often under served or disenfranchised due to various barriers such as language, cultural differences, cultural misunderstandings, mistrust or fear, or limited access to information. 

The Vancouver Police Department has a team of Community Outreach Officers who act as liaisons to various community leaders and residents to build relationships, increase trust and provide important information about law enforcement and the Vancouver Police Department. These officers work closely with members of the Chief's Diversity Advisory Team to connect with various communities in Vancouver. The Community Outreach Officers take on this responsibility as a collateral duty to their regular assignments within the department.

Officer Eddie  Alba

Officer Alba has worked in law enforcement for  20 years, all with the Vancouver Police Department.

He is a liaison to the Latino Community and speaks both English and Spanish.

Officer Ilia Botvinnik


Officer Botvinnik has worked in law enforcement for 13 years and has been with the Vancouver Police Department for 8 years. 

He is a liaison to the Eastern European immigrant community and speaks both English and Russian.

gabriel

Officer Leonard Gabriel

Officer Gabriel has worked in law enforcement for over 17 years and has been with the Vancouver Police Department for 12 years. 

He is a liaison to the Pacific Islander/Asian community.

Officer Gabriel would like the community to know: "Currently I work in patrol in East Precinct day shift. I have been a Vancouver Police Activities League (PAL) boxing coach for 4 years. I was born and raised in Hawaii and had previous law enforcement experience in Guam".

Officer Gerardo Gutierrez

Officer Gutierrez has worked in law enforcement for 17 years and been with the Vancouver Police Department for 5 years.

He is a liaison to the Latino community and speaks both English and Spanish. 

Ofc. Gutierrez wants the community to know: "I am of Mexican American decent. I have extensive experience investigating crimes involving drugs and gangs".

Sergeant David Henderson

Sergeant Henderson has worked in law enforcement for 19 years and has been with the Vancouver Police Department for 16 years.

He is a liaison to any community.

Officer Mary Jane Long


Officer Long has worked in law enforcement for 9 years and has been with the Vancouver Police Department for 1 year. 

She is a liaison to any community.

Officer Long would like the community to know: "I'm passionate about our community and have had regular involvement with Shop with a Cop and Special Olympics through Tip a Cop since 2005. I enjoy working with youth and children and have been a participant with the Police Activities League. I want to keep our road safe and focused on DUI enforcement and am a Certified Drug Recognition Expert".

Officer Rodrigo Osorio


Officer Rodrigo Osorio has worked in law enforcement for 10 years and has been with the Vancouver Police Department for 6 years.


He is a liason to the Latino community and speaks both English and Spanish.

Officer Osorio would like the community to know: "I’m excited to be part of the Community Outreach Officer Program and look forward to working with members of the community in anyway I can".
