Community Outreach Officers

The Vancouver Police Department is committed to a community policing philosophy which involves outreach and relationship building with members of our community. This includes building relationships with communities that are often under served or disenfranchised due to various barriers such as language, cultural differences, cultural misunderstandings, mistrust or fear, or limited access to information. 

The Vancouver Police Department has a team of Community Outreach Officers who act as liaisons to various community leaders and residents to build relationships, increase trust and provide important information about law enforcement and the Vancouver Police Department. These officers often work  with members of the Chief's Diversity Advisory Team to connect with the various community members that may need their assistance. The Community Outreach Officers take on this responsibility as a collateral duty to their regular assignments within the department.

Officer Ilia Botvinnik


Officer Botvinnik has worked in law enforcement for 13 years and has been with the Vancouver Police Department for 8 years. 

He is a liaison to the Eastern European immigrant community and speaks both English and Russian.

Officer Rodrigo Osorio


Officer Rodrigo Osorio has worked in law enforcement for 10 years and has been with the Vancouver Police Department for 6 years.


He is a liaison to the Latino community and speaks both English and Spanish.

Officer Osorio would like the community to know: "I’m excited to be part of the Community Outreach Officer Program and look forward to working with members of the community in anyway I can".
