Stormwater Ordinance Update
The City of Vancouver's Municipal Codes governing stormwater, erosion prevention and water resources protection are part of the city's overall surface water and groundwater program.
On June 15, the Vancouver City Council adopted a revised stormwater ordinance and related enforcement code revisions, required to meet the Phase II NPDES (National Pollutant Discharge Elimination System) Municipal Stormwater Permit for Western Washington, issued by the Washington Department of Ecology. Ordinance changes become effective 60 days after adoption. A Technical Work Group has reviewed the City of Vancouver's Engineering Services revised General Requirements, intended to supplement and clarify the Western Washington Stormwater Manual.

Vancouver Stormwater Engineering General Requirements Technical Work Group
The Vancouver Stormwater-related Engineering General Requirements are intended to:
- supplement and clarify the Western Washington Stormwater Manual, providing technical guidance for and tailoring to local conditions; and
- serve as a dynamic, technical document that can be quickly updated and amended to include new science and best practice methods in the future.
The General Requirements may also include measures deemed equivalent by the Washington Department of Ecology.
Meetings of the Engineering General Requirements Technical Work Group for the City of Vancouver's Phase II Municipal Stormwater Permit stormwater ordinance will be posted here. Past agendas have included comments on the 2009 General Requirements Manual, and statewide or countywide updates on regulations that may affect Vancouver, such as new Low Impact Development standards being developed by the Washington Department of Ecology. Technical Work Group meetings are open to the public.
Note: The final General Requirements revisions for Surface Water Systems have been incorporated into the larger standard Engineering Services Requirements and Details for the Design and Construction of Water, Sanitary Sewer and Surface Water Systems. Please see link above.

Stormwater Stakeholder Work Group
Vancouver's Stakeholder Work Group was tasked with focusing on stormwater ordinance requirements to meet the Phase II Municipal Stormwater Permit for Western Washington issued by the Washington Department of Ecology. Read a news brief announcing the group and outlining the weekly meeting schedule here. Work Group meetings were open to the public. Time was set aside during the meetings for public input, and written comments are encouraged. Comments or questions submitted by email should be sent to surfacewater@ci.vancouver.wa.us.
