City welcomes second new deputy city manager to leadership team

The City of Vancouver recently promoted Deputy Finance Director Lisa Brandl to deputy city manager of enterprise services, effective July 16. Brandl replaces Brian Carlson who will retire this month after 20 years with the city.

As deputy city manager of enterprise services, Brandl will oversee the city’s information technology, human resources, emergency management, general services, diversity, equity and inclusion and communications teams.

Brandl’s new job is one of two deputy city manager roles that are part of the city’s new organizational structure to strengthen leadership capacity and better serve organizational needs. Lisa will be joined Aug. 2 by Lon Pluckhahn, who was hired last month to serve as deputy city manager of community and economic development.

“I am honored to be appointed deputy city manager for the City of Vancouver and to have the opportunity to serve our thriving and innovative community in this new role,” said Brandl.

Brandl has 30 years of progressively responsible local government experience, including serving as Chief Operating Officer for Riverside County, California, a county with 22,000 government employees serving nearly 2.5 million people.

Her professional experience also includes work in procurement, facilities, economic development, financial services and public administration. She was hired by the City of Vancouver’s Financial and Management Services Department as its deputy finance director last March.

“At the time of her original hire, Lisa was recognized as having the experience and qualifications that would make her an exceptional candidate for deputy city manager,” said Vancouver City Manager Eric Holmes. “I am pleased that she has been willing to make this transition into a different leadership role at the city.”

Brandl has a master’s degree in public administration from California Baptist University and a bachelor’s degree in business administration, accounting and finance from California State University-San Bernardino, as well as number of other professional certifications.
