A Message from Chief Price
To the residents, business owners, and community partners of Vancouver
As we reflect on the milestones of the past year, I am honored to present the 2025 Annual Report. This document is far more than a summary of statistics; it is a testament to the unwavering dedication of our department members and the enduring strength of the partnership we share with you. Our success is rooted in the trust you place in us—a bond that has grown even stronger this year through historic community support and vital internal growth.
The Impact of Proposition 5
The most significant turning point of 2025 was the community’s overwhelming support for Proposition 5. Your vote sent a clear and compassionate message: public safety and the well-being of our officers are top priorities. This measure allows us to expand our operational capacity in two critical areas:
Enhanced Patrol Staffing:
Historically, we have met the rising demand for 911 services by relying heavily on overtime.
By adding an additional officer to each of our 12 patrol shifts, we will reduce the need to force officers to work on their scheduled days off. This change is not just about numbers; it is about the health of our people, ensuring our officers receive meaningful rest so they can serve you with the focus and care you deserve.
Children’s Justice Center:
Proposition 5 will also fund an additional, dedicated Detective position within the Children’s Justice Center. This role is essential for providing specialized, trauma-informed investigative support for our most vulnerable victims, ensuring they receive justice and compassionate care during their most difficult moments.
Internal Stability and Excellence
We recognize that internal stability is the backbone of exceptional external service.
In 2025, we undertook a comprehensive restructuring of our Records Division leadership. Through the collaborative efforts of the Records Team and our Command Staff, we have successfully stabilized the division and fostered a culture of excellence. For the first time since its inception, I am proud to report that the Records Division is once again fully staffed.
The “People Business”
I firmly believe that we are in the “people business.” Our mission and commitment are focused entirely on the human connection. We understand that relationships should not be built in the midst of a crisis, but ahead of it.
In 2025, we purposefully increased our engagement in non-enforcement capacities—strengthening trust and forging genuine connectedness. We are deeply grateful for the invitations to your social events, National Night Out gatherings, naturalization ceremonies, and neighborhood celebrations. Hearing what matters most to you allows us to serve with greater empathy.
Our partnerships with organizations such as NWCAVE, Shared Hope, The Foundation, NAACP, YWCA, LULAC, SHARE, and PAL of SW Washington remain invaluable. These groups keep our finger on the pulse of our residents’ lived experiences, helping us remain a responsive and inclusive department.
Looking Ahead
As we move into 2026, we are committed to leveraging our new resources to address the root causes of crime and further expanding our community presence.
