Paperless e-Billing for Utility Accounts

Terms and conditions

  1. Enrollment. Eligible customers may enroll in Paperless e-Billing through the City of Vancouver’s Online Permits Center and Utility Billing powered by Selectron (“OPCUB”) to receive their utility bill by email instead of by U.S. mail. Customers with two separate contacts for one address, such as a tenant and owner, are not eligible for online enrollment and must contact Utility Billing at utilitiescs@cityofvancouver.us or by phone at 360-487-7999 to enroll in Paperless e-Billing.
  2. Consent. By enrolling in Paperless e-Billing, you:
    a. Consent to receiving your utility bill to your email address.
    b. Consent to the City discontinuing mailing a paper copy of your utility bill to your mailing address.
    c. Consent to receiving text messages relating to Paperless e-Billing (directly or through third party vendors engaged by City of Vancouver), which may result in additional mobile message or data charges.
    d. Understand and agree that you are responsible for paying your utility bill regardless of whether you receive an email notification from the City. The City is not responsible for errors in transmission or SPAM filters that may prevent your receipt of a utility bill. Please call City Utilities at 360-487-7999 if you are not receiving Paperless e-Billing emails after enrolling.
  3. E-Bill Access. Paperless e-Bills will remain available for viewing in OPCUB for the twelve months preceding your most recent utility bill.
  4. Copies. The City will not provide paper copies of your utility bill. You must print your own copies.
  5. Canceling Paperless e-Billing. You may cancel Paperless e-Billing at any time by using the applicable feature on the website or by contacting Utility Billing at utilitiescs@cityofvancouver.us or by phone at 360-487-7999, however it may take one billing cycle after you withdraw your consent before you begin receiving paper bills in the U.S. mail. You are responsible for paying your utility bill regardless of whether you receive your paper bill. Please call Utility Billing at 360-487-7999 to confirm your amount due if you have not received a paper utility bill within one week before your payment due date.
