Letter to the Governor

December 5, 2025

The Honorable Bob Ferguson
Office of the Governor
P.O. Box 40002
Olympia, WA 98504-0002

Dear Governor Ferguson,

I am writing to share concerns about recent Immigration and Customs Enforcement (ICE) activity in Vancouver. Residents have become increasingly alarmed by several incidents involving the use of force during ICE operations in our community.

Most recently, there was an incident in which an ICE vehicle reportedly injured a resident during the course of a detention. While information continues to circulate within the community, the situation has raised significant fears about public safety, accountability, and the wellbeing of those who live and work in Vancouver.

In addition to fears expressed by individual community members, local small businesses have raised their own concerns. Many business owners report that the presence of enforcement operations, especially those involving force, has created an atmosphere of uncertainty that affects both employees and customers. Some have seen reduced foot traffic, while others worry about the safety of their workers during incidents occurring near their establishments. Many of these businesses are only now recovering from COVID.  These businesses are integral to the economic and social fabric of our community, and they are seeking reassurance, guidance, and stability.

Given these impacts, I respectfully ask for your assistance in helping our community develop effective strategies for working constructively and safely with federal ICE personnel. We are hopeful that your office can help facilitate clearer lines of communication, establish safety expectations, and support collaborative frameworks that protect both civil rights and community wellbeing.

Additionally, any support the state may be able to provide to help small businesses navigate these disruptions would be deeply appreciated. This could include outreach resources, guidance for business owners on how to respond during enforcement activity, or other forms of assistance aimed at reducing the strain these events place on our local economy.

Thank you for your time and for your continued leadership on matters affecting the communities of Washington. We hope you will consider supporting efforts to strengthen coordination with federal agencies while safeguarding the safety, stability, and livelihoods of the residents and businesses here in Vancouver.

Sincerely,

Anne McEnerny-Ogle
