City Council delivers favorable performance evaluation to City Manager

On Monday, Dec. 11, the Vancouver City Council conducted its annual performance review of City Manager Eric Holmes.  

Holmes received a successful performance evaluation with the Council’s overall assessment that the City Manager is doing an “exceptional job” and noting his accomplishments over the last year.  

In the review, the Council determined the City Manager had a productive and positive year. Under his leadership, the City made progress across several fronts that reflected the priorities of Council and community. The review highlighted Holmes’ important progress and accomplishments in a number of City initiatives and priorities, including:   

  • Managing and maintaining momentum on the Council’s high-priority areas including climate action, City Council and community communications, community safety, and major projects including the Tower Mall, 192nd, development along the waterfront, including Waterfront Gateway. 
  • Attracting and hiring talent across all city functions, including police and fire. 
  • Implementing a comprehensive strategy to address homelessness and affordable housing in the community, including the successful passage of Proposition 3. 
  • The new Budget Progress Report which is particularly well done and links the budget to the vision and key policy priority areas. 

Council determined that the City Manager should continue to engage the community and Council on community priorities that include housing and homelessness, climate action, equity and inclusion and community safety and wellbeing. He has built a diverse and capable staff with the capacity to effectively manage a significant workload and a sizeable policy agenda.   

The evaluation process followed the practice used in previous years that relies on an independent facilitator and includes interviews and feedback from individual members of Council and a discussion with the Council as a whole. The City Manager submits a packet of review materials to the Council that includes a self-evaluation/reflection memo and related documents covering progress and activity over the past year.  

In recognition of his performance, the City Council will consider an addendum to Holmes’ employment agreement during their regular Council Meeting on Monday, Dec. 18.
