Monthly Parking Permits
The City of Vancouver offers a variety of parking permits to support residents, employees, and commuters in the downtown area. Permits are available for on-street parking, garages, surface lots, and carpools, depending on availability. Each permit type has its own rules and application process, which are explained in the sections below.

On-street permit
- This permit is valid on blocks signed “Permit Parking” or “Permit Parking Allowed”.
- Permit allows for vehicle to remain parked on the block longer than the posted time stay.
- Does not permit any vehicle from parking over 24 hours on street.
- Not valid in off-street parking lots or areas permit parking isn’t signed.
- Cost: $100 per month.
- A 2.65% service fee will be applied to payments made via debit or credit card.

On-Street Parking Permit Map

Hourly wage permit
- A permit may be purchased only by employees working in Downtown Vancouver.
- Must earn an hourly wage of $20 or less.
- Have no outstanding parking tickets.
- Only valid on blocks signed Purple Permit.
- See Hourly Wage Permit zones on the map below.
- With a valid purple permit, vehicles a permitted to stay beyond the posted time stay.
- Does not permit any vehicle from parking over 24 hours on street.
- Cost: $20 per month
- A 2.65% service fee will be applied to payments made via debit or credit card.
How to apply
- Fill out a permit application and review agreement

- Have your employer sign application
- Email application and proof of hourly wage to csfinance@cityofvancouver.us
- Example of proof: copy of pay stub minus personal information like social security number
- You will be contacted regarding your application

Hourly Wage Parking Permit Map

Carpool permit
- A “carpool” is defined as any instance in which two or more persons regularly drive together to and from downtown Vancouver at least four days per week.
- A carpool parking permit authorizes the carpool to park a single vehicle in a space signed for carpools.
- Between 7 a.m. and 9 a.m. these spaces are reserved for carpool permit use only. After 9 a.m. these spaces are open to other vehicles.
- Does not permit any vehicle from parking over 24 hours on street.
- Cost: $15 per month.
- A 2.65% service fee will be applied to payments made via debit or credit card.
How to apply
- Contact Customer Service at 360-487-8454 to check permit availability or to be added to the waitlist.
- Print and fill out a Carpool Parking Application.
- All members of the carpool must review the On-Street Terms and Conditions.
- All members of the carpool must sign application.
- One member must be named the “principle”; their email will be used to renew the permit online.
- All carpool members must come and submit the application to Customer Service at City Hall at 415 W. 6th Street, Vancouver, WA 98660

Carpool Permit Parking Map

Residential Zone 3A permit
- Must be a resident within the 3A Zone. See Resident 3A zones on the map below.
- Vehicle must be registered in residents’ name.
- Permit allows for vehicles to park beyond the posted time limit.
- Does not permit any vehicle from parking over 24 hours on street.
- Permit holders may apply for temporary visitor parking permits for use by people visiting Zone 3A residents.
- Cost: Free for a six-month period, required to be renewed June 30th and December 31st.
How to apply
- Print and fill out a 3A Resident Application
- Review the On-Street Terms and Conditions
- With the application, please provide the following:
- Proof of residency (mail with name, address, and postmark within the last 30 days)
- Current photo identification, such as a driver’s license
- Copy of current vehicle registration in the resident’s name
- Submit application and documents via email to: csfinance@cityofvancouver.us
- Or in person at the Customer Service desk at 415 W. 6th Street, Vancouver, WA 98660
- Or by USPS mail

Resident 3A Parking Permit Map

VancouverCenter Garage
P1 & P2 level permit
- This permit is valid on levels P1 & P2 of the VancouverCenter Garage.
- These levels are accessible from 6 a.m. to 10 p.m., all days.
- Key fob required to be purchased for after-hours access.
- Permit is only valid within the P1 & P2 Levels of the garage, cannot be used in P3, or other off-street lots, or on-street
- This permit does not guarantee an available parking space. During events the garage may be full.
- Cost: $130 per month.
- Cost with senior discount: $115 per month.
- Must be a resident or tenant of the VancouverCenter building.
P3 level permit
- This permit is valid on the P3 Level of the VancouverCenter Garage.
- Key fob required to access P3.
- P3 is restricted to permit holders only. All other vehicles will be cited and/or towed at owners’ expense.
- This permit is not valid on the P1 & P2 Levels or on-street.
- Permit is not valid in all stalls in P3, areas painted blue or signed are reserved. May be subject to tow at owners’ expense.
- Cost: $145 per month.
- Must be a resident or tenant of the VancouverCenter building.

Smith Tower lot #1
- Located at 5th & Washington Streets.
- Monthly permit parking only.
- Permit hours: 6am to 6pm, all days excluding holidays.
- Cost: $100 per month.
- Senior discount cost: $90 per month.
- Senior Development Housing cost: $70 per month.
Evergreen lot #2
- Located at Broadway & Evergreen streets.
- 11 monthly permit parking stalls.
- Permit hours: 8am to 6pm, all days excluding holidays.
- Cost: $125 per month.
- Senior discount cost: $90 per month.
- Senior Development Housing cost: $70 per month.
- This permit is open to the public; however, applications from employees of nearby downtown businesses are given priority.
Broadway lot #11
- Located at 11th & Broadway streets.
- 7 monthly permit parking stalls.
- Permit hours: 8am to 6pm, Monday through Friday.
- Cost: $125 per month.
- Senior discount cost: $90 per month.
- Senior Development Housing cost: $70 per month.
How to apply
- Call Customer Service at 360-487-8454 to learn if there are any permits available and to add your name to a wait list, if needed.
- If a permit is available, read the Off-street Parking Terms and Conditions.
- Print and fill out the Parking Permit Application.
- Mail it to Parking Services, PO Box 8995, Vancouver, WA 98668-8995.
- Or drop it in the drop box behind Vancouver City Hall, 415 W. Sixth St.
Set up automatic payments
This option is only available for off-street parking permits (garages and surface lots).
If you would like to set up automatic payments for your parking permit from your bank account, please print and fill out the ACH Debit Authorization Form. The ACH form can not be accepted through email. Either mail it in or place it in the drop box behind City Hall with your permit application. Payments will be deducted from your bank account on the 25th of each month for the following month’s permit.
