Waterfront Gateway
The Waterfront Gateway is made up of 6.4-acres of city-owned property in downtown Vancouver. When fully developed, the area will be transformed into a vibrant mixed-use district that connects the waterfront to the rest of Downtown. Honoring the history and heritage of the community. Waterfront Gateway will provide a dynamic new district for locals and visitors to enjoy.

Background
On Oct. 9, 2023, the City Council unanimously approved a resolution authorizing the Disposition and Development Agreement (DDA) between the City of Vancouver and real estate firm Lincoln (formerly known as LPC West) for the development of the Waterfront Gateway. An amendment to this DDA was approved by the City Council on Jan. 26, 2026, to respond to changes in economic and housing market conditions that render the original project concept infeasible. With this amendment, Block X (illustrated below) of the master plan will include two future residential buildings with 50% of units affordable to households earning 80% of area median income or less, ground floor retail space designed to support locally owned businesses, and a separate parking garage structure.
Parcel 3 (illustrated below) is currently under construction by Colas Development Group (CDG) in partnership with Native American Youth and Family Center (NAYA) and will deliver a six-story 95-unit affordable housing project reserved for households making 50% and 60% of area median income.

The parcel directly south of City Hall, where an expanded public plaza was originally proposed, will no longer be part of the agreement with Lincoln. Instead, the City will lead future planning and development of the plaza and coordinate the design and timing of the plaza with expansion of the convention center and other future development planned near City Hall. City control over this parcel ensures that the development of the plaza is not tied to market conditions for private development and can be better integrated into the surrounding area near City Hall and the Waterfront.
Waterfront Gateway is strategically located between two important centers of redevelopment activity—the Columbia River waterfront and the historic downtown core. It is one of the largest undeveloped properties in the area, creating a major opportunity for housing and economic growth.
The site is adjacent to Vancouver City Hall and the Vancouver Convention Center & Hilton Hotel. It is bounded by West Sixth Street (north), Columbia Street (east), Grant Street (west), and the railroad berm (south).
