Economic Opportunity
This chapter of the Comprehensive Plan provides a guide for fostering a diverse, resilient economy. It is based on the following feedback received during the plan development process:
- Strong desire for more neighborhood‑serving businesses close to home.
- Broad support for small business growth and prevention of commercial displacement.
- Support for diverse, livable‑wage jobs and workforce training, with particular interest in trade schools, apprenticeships, and pathways to jobs that keep pace with rising living costs.

| EO-2: Thriving Economy and Industries | By 2045, Vancouver will have added 43,200 new jobs by attracting diverse businesses and industries, fostering innovation and entrepreneurship, supporting local small businesses and startups, leveraging new technologies, and providing the infrastructure, workforce, and resources the economy needs to thrive and grow sustainably. |
| EO-3: Circular and Sustainable Economy | Vancouver’s economy is sustainable, circular and supports climate action and resiliency. City investments in economic development promote holistic cycles of consumption and production, prioritize renewable resources, and support industries that advance environmental health and economic stability. |
| EO-4: Place Based Economic Development | Vancouver strengthens a sense of place by directing investment, policy and partnerships to key activity hubs that support local businesses, community-serving amenities, job access, and shared prosperity. |
