Construction Projects Weekly Update
For all projects, the public is encouraged to go slow and use caution in construction zones. Be alert to workers, equipment, traffic changes and possible traffic delays. Unless noted otherwise, general construction hours for City of Vancouver projects are 7 a.m. to 5 p.m., Monday through Friday, but may continue as late as 8 p.m. and include weekends if needed. Weather and construction conditions may impact schedules.

NE Fourth Plain Boulevard: Stormwater Improvement Project
Please stay alert to impacts to travel lanes on Fourth Plain. Watch for single traffic lane closures as contractor crews construct improved stormwater collection and treatment systems along NE Fourth Plain Blvd., between NE 123rd Ave. and NE 131st Ave. Work is anticipated from now through early 2024.
NE Ross Street Closures: Stormwater Improvement Project
The section of Northeast Ross Street, from NE 15th Avenue to Main Street/Highway 99, will be closed to through-traffic daily from 7 a.m. to 7 p.m., July 10 through the end of October. The daily closures are needed for crews to safely construct and install stormwater improvements to help treat pollution from the roadway and enhance water quality in Burnt Bridge Creek. Northeast North Road into the Bonneville Power Administration (BPA) complex will remain open for BPA access only.
Devine Road: Pedestrian and Bicycle Safety Improvement Project
Construction began in late October for pedestrian and bicycle enhancements along North Devine Road, between Idaho Street and the Burnt Bridge Creek Trail crossing. Crews will replace the existing path along the west side of Devine Road, from Idaho Street to the Burnt Bridge Creek trail, with a wider ADA-compliant, multi-use path for walkers and bike riders. Project completion is anticipated for late May 2023, weather and construction conditions allowing.
SE 1st Street Improvement Project: SE 1st Street, 164th Avenue to 177th Avenue
Construction on the first segment of the SE 1st Street Improvement Project, 164th Avenue to 177th Avenue, started in early December 2021. This long-awaited transportation improvement project will provide a complete urban street system with sidewalks, bike facilities, stormwater enhancements, street lights and sound walls where designated. Contractor crews are wrapping up with final landscaping, sidewalk work and completing the sound wall. Final pavement striping will be installed when the weather is warmer, drier and more favorable; this could be several months into the new year. Project completion on this segment is expected in 2023.
