Construction Projects Weekly Update
For all projects, community members are encouraged to go slow and use caution in construction zones. Be alert to workers, equipment, traffic changes and possible traffic delays. Unless noted otherwise, general construction hours for City of Vancouver projects are 7 a.m. to 5 p.m., Monday through Friday, but may continue as late as 8 p.m. and include weekends if needed. Weather and construction conditions may impact schedules.

NE 39th Street and NE 44th Avenue: Water Main Improvement Project
Construction is expected to begin in late November on an important utility project. A new water main line will be installed in NE 39th Street and NE 44th Avenue. The City of Vancouver delivers water to more than 270,000 people within city limits and to some urban unincorporated areas, like this Clark County neighborhood. Work is scheduled to start Monday, Nov 27. The project is anticipated to be completed before the end of the year, weather and construction conditions allowing. Schedules are subject to change if needed.
West Fourth Plain Boulevard: Water and Sewer Improvements
Construction is expected to begin in early December on an important joint City of Vancouver Utility project. Both water and sewer improvements will occur along West Fourth Plain Boulevard and in the surrounding area, from Lincoln Avenue to Main Street. This project involves excavating a trench, installing new sewer and water mains, filling back in the trench and finally restoring pavement. Work will typically occur Monday through Friday, 7 a.m. to 5 p.m. There will also be some construction done at night to minimize traffic disruptions along this busy corridor. Night work hours are anticipated Monday through Friday, 8 p.m. to 7 a.m. There will be traffic impacts during this project, including along Fourth Plain. Stay alert to notices posted along the street. The project is expected to be completed in May, weather and construction conditions allowing. Schedules can change.
NE Fourth Plain Boulevard: Stormwater Improvement Project
Please stay alert to impacts to travel lanes on Fourth Plain. Watch for single traffic lane closures as contractor crews construct improved stormwater collection and treatment systems along NE Fourth Plain Blvd., between NE 123rd Ave. and NE 131st Ave. Work is anticipated from now through early 2024.
Devine Road: Pedestrian and Bicycle Safety Improvement Project
Construction is mainly completed for pedestrian and bicycle enhancements along North Devine Road, between Idaho Street and the Burnt Bridge Creek Trail crossing. Crews replaced the existing path along the west side of Devine Road, from Idaho Street to the Burnt Bridge Creek trail, with a wider ADA-compliant, multi-use path for walkers and bike riders. One final utility pole will be removed, and then final panels of pervious sidewalk will be installed to fully complete the project.
