Litter Removal

Picking up litter in public spaces helps keep our community safe and clean for all to enjoy.  

The Litter Stewards program is no longer housed under the City of Vancouver. SOLVE, a local litter-focused nonprofit, now supports volunteers from the program. The City coordinates with SOLVE and Washington State agencies to promote litter removal and prevention in Vancouver.

How the City supports litter removal

• Funding work crews: We work with Clark County District Court Corrections to provide cleanups on public property managed by the City.
• Homelessness Assistance and Resources Team: Members of the City’s HART and Public Works operations crews regularly provide public cleanups. Crews may also be assigned based on calls reported to the Operations Dispatch.
• City Operations Crews: Maintain public parks, greenspaces, and respond to trash concerns reported to Operations by the community. Report litter concerns on City property.
• Talkin’ Trash: We provide funding to support Share’s litter removal and employment training program for those at risk of or transitioning out of homelessness. The crew works weekdays, focusing on litter control and responding to illegal dumping in neighborhoods, City parks, and other high-need areas. We cover the cost of litter disposal taken to the transfer station through this program.
• Vancouver’s Downtown Association Clean & Safe Program: We support this downtown cleanup and safety improvement program.
• In 2026, we began covering the disposal cost for bags of garbage and larger items picked up by Washington State Department of Ecology crews.
• Volunteer events: The City regularly hosts cleanups and environmental stewardship volunteer events. Check the City’s volunteer calendar for the latest opportunities.
