Lower Grand Employment Area Action Plan
In March 2016 the City of Vancouver completed an Action Plan for improving conditions for existing and new primarily industrial businesses in the Lower Grand Employment Area (LGEA) immediately east of Pearson Air Field and north of SR-14. The Action Plan, funded through a U.S. E.P.A area-wide brownfield grant, advances overall goals of working with area businesses and stakeholders, enhancing opportunities for family wage employment, and facilitating infrastructure and brownfield improvements and redevelopment. The following products were completed through the Action Plan:
- An existing conditions report and market analysis for the full LGEA
- A property survey of the NW quadrant of the LGEA identifying previously unknown and unresolved alignment and property boundary issues
- A 30% -stage design of new roads and water quality features in the NW quadrant, providing for innovative, industrial-use street design using low-impact stormwater design
- Initial approval from the Washington Department of Ecology for a $1.1 million water quality grant to fund construction and final design of road and stormwater infrastructure in the NW quadrant
- An analysis of opportunities and constraints throughout the LGEA
- A final LGEA-wide site reuse action plan, which identifies specific implementation actions, potential future funding, and financial mechanisms
- Identification and support of site-specific nominations for brownfield assessment funding to be submitted for EPA review
